A confidential Department for Environment, Farming and Rural Affairs (Defra) document said there had been "suggestions for a competency test for all or some dog owners, akin to the driving theory test". The RSPCA have supposedly welcomed the move â but will it have any effect on the small proportion of dog owners who are irresponsible and seemingly couldn't care less? They say that you cannot teach an old dog new tricks â so what about shoddy dog owners? My feeling ios that in theroy it's a good idea, however the majority of dog owners who are responcible will also have to go through the process and have local authority's coming to their homes and deciding what you can and can't do. Enforced mirco-chipping and 3rd party insurance insurance are surly the best way to deal with the problem, rather than giving more power to people who will certainly abuse it (like traffic warden !) A spokesman for the RSPCA said dog control laws needed to be reviewed. He said: "We welcome any suggestion that the Government is prepared to stage a serious debate on the subject. "Any future legislation concerning the control of dogs should focus on the action of the owner and preventing irresponsible dog ownership." Defra said it never commented on leaked documents.
